A. Roles

- Overall responsibility for the strategic aspects and the operational aspects of the human
resource department of the Group
- Manage human capital of the Group effectively with the senior management team
- Design, implement and continuous improvement of an effective HR administration and
management system management system
+ Labour laws/ regulations, roles, functions, performance management system
+ Compensation and benefits/ incentives
+ Organisation design, staff levels, pay scales etc.
+ HR operations, policies and procedures
- Promote and strengthen corporate culture throughout the Group
- Analyze and assess training and development needs. Knowledge of organizational
development theory and practices
- Interact effectively with the Board of Management on HR related issues
- Maintain an open door policy to staff and practice a high level of confidentiality

B. Scope of Work and Reporting Lines

- Reporting lines: Report directly to the Managing Director/ BOM

C. The Primary Responsibilities:

  1. Strategic HR Planning and Corporate Culture: 
    - Work with Managing Director/ CEO of Group and the Board members to develop a strategic
    HR plan that will meet the short term and long term needs of the company
    - Review and update the HR master plan on a regular basis with Managing Director/ CEO of
    Group and Board members in line with the company’s growth plans
    - Understand deeply the corporate culture of the Group; work with Managing Director/CEO of
    Group to come up with smart initiatives to promote and create the desired corporate culture
    - Provide regular updates in key HR issues to Managing Director/ CEO of Group and BOM
  2. Human Capital Management
    - Create company strategic recruitment and selection plan by working closing with business
    unit heads and department managers to understand their human capital requirements to
    achieve business goals and objectives – short term and long term
    - Manage the recruitment process to ensure that right candidates are hired for the right job
    - Maintain a candidate database and work with recruitment consultants that positions are filled
    in the shortest possible time with the appropriate candidates
  3. Design, implement and continuous improvement of an effective HR administration and
    management system
    - Oversee compensation program, including bonus structure and policy, to ensure regulatory
    compliance and competitive salary levels
    - Oversee the design and development of compensation strategy and programs
    - Direct the administration payroll, social insurance and Group benefits programs such as
    health insurance. Evaluate and recommend improvements to the programs
    - Work with the Board of Management and Managing Directors to implement KPIs and
    Performance Evaluation across the company. Direct and oversee the KPI setting and
    performance evaluation process
    - Oversee and implement the Orientation Programs for new staff
    - Develop and coordinate grievances and help settle workplace disputes
    - Evaluate procedures and technology solutions to improve human resources data management
    - Recommend and establish HR related company policies and procedures
    - Coordinate and develop the annual HR budget and manpower plans inclusive of
    compensation, bonus, training and staff welfare etc. for the company.
  4. Analyze and assess training and development needs. Knowledge of organizational development theory and practices
    - Create company strategic training and organizational development plan to meet personal, professional, and organizational needs of company employees
    - Work with senior management to roll out training programs for staff conducted by internal or external trainers
    - Evaluate the effectiveness of training on job performance and/or development of staff
  5. Provide leadership, train and develop the HR Team of the Group
    - Ensure that HR team members have well defined job scope and that duties are well distributed
    - Create a HR team structure that is able to address all aspects of HR needs of company; ideally one HR staff will be able to cover the duties of another in his/her absence
    - Improve the skill set of the HR team and promote teamwork

D. Requirements

  1. Education Qualification:
    - Reasoning of education Business Administration, Law, Psychology, Management having
    relationship in area HR Management and General Affair.
  2.  Knowledge:
    - Training which in earning about Business Plan/ Strategic Plan, Balance Score Card,
    Entrepreneur ship, Management of Human resource, Effective Organization Negotiate, Labor
    act applied
  3. Working Experience:
    - Has experience at least 5 years in the same role
  4. Skills/Capabilities/ Others:
    - Has comprehended and understood management system of business effort for is including
    also management pattern of human resource, every function from management of human
    resource, module about function knowledge - function of the management
    - Has concept about management in general and has wide knowledge about exploitation of
    human resource
    - Understands and comprehends about job activity contract, waging system and knows correct
    work for correct man, prosperity of employee and training and regulation of law and
    company policy
    - Comprehends system administration of HR (HRMIS)
    - English: Fluent
    - Has ability to develop subordinate (Employee Development: Organizing People, Manager
    People, Assignment People, Assistant & Motivation People, Appraisal/Reward People)
    - Has effective leadership
    - Has negotiation ability
    - Has strategy, has tactics and can build integration in different team of difference
    - Has expertise to solve problem which complicated
